You might be able to do this by creating an IP pool for VPN users, then
making firewall rules that limit this IP pool to permitted network services.

Subject: [FW-1] VPN-1

How to prevent dual (split) tunneling with VPN-1 (and FW-1, 4.1)?

I would like to prevent users to surf the net while using VPN.

Regards,
        Iztok
