Those are all great tools and here's a little trick to be tried.

Get the following two files:
objects.C
Rulesbase.FWS

then, rename the files to:
OBJECTS.FWS
RULES.FWS

Place the two files on a GUI installed machine (doesn't have to be a
GUI-Client) C:\Program Files\CheckPoint\Policy Editor\PROGRAM
Open your policy editor in *local with any user/password and hit ok until
the rulebase appears.  This won't work with XP.
