No. local.arp is not required under CheckPoint NG as it can perform the
ARP instead of letting the OS do it.

Second, local.arp does not always work correctly under Windows 2k and so
you often have to use fwarp.exe.

As to why automatic ARP did not work under NG as in the original post,
that I can not answer.
