to accomplish this we had to implement a High Availability solution (we use
rainwall).  so whenever I push a new policy, I fail all current connections
over to one firewall, push the policy to the other and vice versa.  The
"failover" to one firewall is transparent to the end user - at least that is
the case with the rainwall software, I am not sure how other high
availability packages perform.

If you have many remote clients and you cannot drop them, just stopping the
firewall and restarting it after a while is a good workaround. The clients
will be disconnected.
