Don't complain to your VAR. This "way" of licensing SecureClient is new for NG. In 4.1 you only needed one license because it only supported one Policy Server so all your users were "counted" there. In NG, multiple Policy Servers are supported so you need a license for the Policy Server(s) and another license for the number of users (this license is applied at the Management Server).
