I think your issue may be related to the fact that you are running in
Backwards compatibility mode.. If you put up a standalone policy server
running NG FP2, (youll need an eval or a license) this will allow you to

work around until you can get your enforcement points upgraded.

    I upgraded my management station from 4.1SP5 to NG FP2. My

points are still  4.1 SP5. My secure client  users  who have been using

well.  Users who have updated their site or created a new site since the

no longer work.  They can get a topology successfully from the firewall
but
can't get a policy from the policy server. I got some people screaming
at me.
