I think your issue may be related to the fact that you are running in Backwards compatibility mode.. If you put up a standalone policy server running NG FP2, (youll need an eval or a license) this will allow you to
work around until you can get your enforcement points upgraded. Users who have updated their site or created a new site since the upgrade no longer work. They can get a topology successfully from the firewall but can't get a policy from the policy server.
