Q1) Yes you need a special license. In case of NG you need an CPMP-OSE. Open Security Extension - OSE manages packet filters and access lists of third-party routers and security devices Q2) Reject will send an explicit packet to the source so it knows the connection is rejected, while a DROP will not send a packet to the source. Q3) You could create an object which has ip 255.255.255.255 and use this object to drop but dont log the packets.
