we had a VPN 4.1 SP5 <> 4.1 SP6
then we upgraded SP6 to NG-FP2, no problem for the VPN, worked fine.
then upgrade to FP3, VPN works fine.
so 4.1 SP5 to NG FP2 or FP3 with IKE and shared secret works fine.
what I would check:
1. reboot both firewalls and try again
2. Verify that the network addresses are correctly configured.
Verify that the subnets are correctly configured.
