Referring to classes of address (A,B,C etc.) is now only done
historically.  With classless routing (see RFC1519), the class a network
falls into doesn't matter much any more.  Technically there is no
problem with specifing a netmask of 255.0.0.0 on 172.0.0.0.

However, there is a problem with your definition if you are trying to
identify RFC1918 private, non-routeable address space (the definition
172.0.0.0/8 is too broad).  You should use a 172.16.0.0/12 (netmask
255.240.0.0) to define that rule.
