If you are using NG FP3 Hotfix 1 you should go to the SmartDefense GUI, select HTTP->HTTP Security Server->HTTP Format Sizes, and increase the Maximum HTTP Header Length size to 4096 bytes. If you have not upgraded to NG FP3 Hotfix 1 I would highly recommend it as it fixes many problems that exist with FP3.
