Try to allow PMTU to pass thru between the HQ network to the 7206 VPN router on the NOkia box (default this is blocked on the firewall). We had similar problem before and once this is allowed on the firewall, everything is wokring fine.
any any icmp(dest-unreach) allow I am not sure if it work for you(since you dont see any drop packet), as in my case, I did see icmp type3 code4 drop on my firewall.
