Try doing a putkey for any other interfaces that the traffic could be routed through to get from 1 fw to the other. On FW A do a putkey for all the interfaces of FW B and vice versa.
Where is the management server/s running? On the firewall? One management station or 2?
When I was at Nokia putkeys were the bane of my existence!!!
