A few things to check.  Make sure you have your firewall ip addresses are 
in the Norton config.  Also try telnetting to port 18181 on your NAVFW 
server from your firewall to see if anything responds.  If you're not 
allowing fw1 control connections, you need to create a rule in your policy 
that allows your firewall and your NAVFW box to talk.  And when all else 
fails, break out the sniffer.
