Not sure what you mean by "service fails".
What kind of service?
Generally though, this isn't something a firewall would do. Usually you
use some kind of EMS (enterprise monitoring system) such as Big Brother,
Mon, (available for free from freshmeat.net and not to hard to setup) or
HP OpenView'ish thingy (read very expensive and complicated).
