Curtis,

You want to verify that time is acurate(the same) on both.
If time is off, correct the time, redo putkeys and try again.

Also, check that both are using the same auth. protocol
in $FWDIR/lib/control.map. On v4.1, the default is fwa1.

If these are ok, then try and do putkeys, using all the 
available IP's for the other box; 

    fw putkey -p password fwIP1 fwIP2 ...

Let us know if these don't work, Include all setup info
if you could(layout, sanitized IP structure, etc.)
