To do any sort of prioritizing or rate shaping, you need Floodgate. I'm not
sure if Floodgate will work at the user level (i.e. give certain users higher
priority than everyone else), but I do recall there being an issue where
Floodgate doesn't rate-shape connections that use the security server. I,
of course, could be wrong.
