It's the 'Internet Printing Protocol' I don't know much specific
information about it, but there's a company which makes some applications
for it located at;

http://www.pwg.org/hypermail/ipp/ has a mailing list to discuss it.
http://www.pwg.org/ipp/ seems to have some fairly detailed information too.
That might be a good place to start for more info.
