This means FireWall-1 is not running on the box. Type fwstart. You should
also check Voyager to make sure FireWall-1 is started at boot time. If it
shows that it's supposed to, hit "Apply" again anyway to make sure as at
least on older versions, it sometimes takes a reboot before enabling that
feature will actually enable it.
