It is not SMB.  From the "deploying Terminal Server" document on Technet:

"Packet filtering firewalls can differentiate traffic based on the network
address (source or destination) and the session and application-level
protocols being used to carry data. For example, the firewall may allow
traffic from a certain network address while dropping all other traffic. Or,
it may open a certain TCP or User Datagram Protocol (UDP) port (53 for
example) to allow DNS zone transfers or queries to complete successfully.
Most commercially available routers come with packet filtering capability.
RDP uses TCP port 3389."
