On my system (Solaris 7, FW1 4.0 SP6), the file was immediately recreated
after I restarted the firewall.
If not, what happens if you do 'fw lichosts' ?
Here�s what I did:
  fwstop
  rm $FWDIR/database/fwd.h*
  fwstart
