I found that under v4.0 there wasn't a problem with the license being on an
unused interface, but with v4.1 I found that I get no valid license if the
interface that the license if tied to is not up...

A slight correction here, I think.  For a while I had my license tied to an 
interface that had no cable, and I don't think it was set to be up, 
either.  That IP address was the same as the prior firewall IP address (and 
still resolved to the other machine in DNS) until I got the new 
license.  Firewall still seemed to work fine as a single unit, but 
communications between two Nokias were very flaky and not usable.
