You mention that FW-1 will remember any IP it ever detected forever.
Do you or (anyone else) know where that information is stored?
I misconfigured a setting on an NT VPN-1 box once so that all IPs were seen
as internal.
(The event log said that we were protecting more IPs than we were licensed
for.
I stopped getting new notices in the event log, but I don't want to have a
temporary misconfiguration hanging over my head in case of an audit at some
point.

Any IP detected on any non-external interface will be considered a
protected host.
Since most hosts do broadcasts, it is most likely that any host using
TCP/IP will be detected - not just the ones trying to access the external
network. FW-1 will remember any IP it ever detected forever.
