The HA module (as in ability to failover to a hot standby firewall) is an
extra cost option. The HA config tab (as in ability to synchronize
encryption keys on 4.1) is no extra cost.

Are you settled on CP's HA or still reviewing the market? You might also
look at StoneBeat or Rainwall.
