I had this same problem, I had to to a combination fwstop / new cert /
fwstart and after a couple of iterations of either doing it with the fw
management console stopped / and then trying it with the fw management
console started, and then restarting it - the certs just showed up. -
but you are doing it correctly when it says that it created them.

into the workstation object, there are no certs in the list, no is there

option to select Hybrid in the IKE workstation properties
Any ideas ?? Could there be a licensing issue, is a ca license required
??
