when you add the user as an administrator you have to
stop/start the firewall only. No other access is needed. This is a
control connection. A rule is not required. Besides if you get
authentication failed that usually means you have received an ok for connection
it is just the password and username that the firewall does not
understand.

I am trying to add an additional administrative user with RW privileges using the FWCONFIG command. I add the user and set the password then add the GUI client IP.
When the person tries to log on they get an "Authentication Failed" "Cannot connect to server" but I can log on without a problem from the same workstation.
