I'll assume you want tcp port 4095 open outbound anywhere.
1. Define your internal network (Manage/Network Objects/New/Network)
2. Define a service (Manage/Services/New)
2. Add a rule
Source Dest Service Action Log
Internal-network Any tcp_4095 Accept Long
Though I would suggest that if you didn't know this already, then you really
need to read the manual, and/or do some training.
