the problem is... find a policy  to able the GUI, stronger than the simple
enter
the ip address in the gui-clients file...
in other words a strong policy to control gui clients.

If I read your question right, the FW administrator must enable remote GUI
administration by IP address to specificly prevent logging on from just
anywhere...
