It sounds as though the eth1 is actually pointing at an internal interface.
This may be remedial but check the ifconfig and verify the outside interface
name and IP address.

I have a weird problem with RedHat 6.2 and FireWall-1 SP3
I do have defined "eth1" as external interface. But FW-1 is still
complaining about violating the licence agreement. When I check
/var/log/messages I see that there is tons of IPs from outside listed
there.
Any hints?
