NO
In fwconfig you should have FW-1 "control IP forwarding". If the FW-1
service stops, then there will be no IP forwarding as there is no FW-1
service to intercept packets and therefore control it. If FW-1 is set to
do this then Windows doesn't assume control just because the FW-1 service
stops.

If the Firewall service goes down or is stop by mistake, Windows NT is

and IPforwarding is enable, would the nt server route packet to the
protected
server in the internal network or in the DMZ ?
