A related issue is the setting of fwhmem
I had to increase fwhmeme to 0x1000000 to make the
IKE encryption work.

Resolution 1325 identifies the default parameters for fwhmem
Resolution 1261 shows the command phrases for modzap and the
binary for modzap.
Resolution 1325 says that the default value for fwhmem is
16 Mb, BUT the actual value is 5 Mb, 0x0500000.
The system has 256+MB, but the value is still 5 mb.
