A stub network is one which only has one exit point to an other networks.
Packets from a stub network are usually default network routed out i.e.
there is no  exacts routes in the routers routing tables only a path out.

The addressing of such a network is unimportant unless you are subnetting
and using a classfull routing protocol. 

This is usually used in OSFP to simplify routing tables.
