I know of no fix for this problem.  I just accept it as it is.  I have had 
no known problems with mail getting through (using NAVFW for 2 years now) 
because of the TreatErrorAsRefused=FALSE setting.  But I do know if you set 
this to true, you will have a lot of unhappy users banging on your 
door.  From what I learned from Symantec, NAVFW will reject emails with 
*ANY* kind of error in it if you set this parameter to true.
