Actually when i install everything looks normal.  BUT it's not.

Jeff,

What message do you get when you install the new
policy?  Does it say installation successful, or some
error message?

Have you tried doing a fwstop; fwstart on the firewall
itself.  This should cause it to reload the policy
from the management station.
