It is your policy that prevents you from connecting to firewall module
again. You should either:
1. In 'Policy/Properties' menu, under 'Security policy' tab, check
'Accept VPN-1 & FireWall-1 Control Connections' implied rule.
2. Create a rule to allow 'fw1_service' between module in question and
management server.
