Along these same lines, is it possible to modify the GUI client such that
all of the targets are unchecked (as opposed to all checked) when pushing
policy?

Does anybody know of a way to do this?
In other words, how can you tweak the management server (or maybe even the
GUI client?) such that every time you connect to the management module, the
same policy is displayed, regardless of what the last open policy was?
The normal behavior is to automatically display the last policy that was
viewed/modified on that management module (this is not on a per-user basis;
it is global for the management server).
Other than the obvious (always open the "default" policy before exiting the
GUI), does anyone know how to automate this?
