No.
You do *not* need the Check Point HA license to perform state sync at all
with FW-1. You can enable state sync and use any third party HA solution,
such as Stonesoft's StoneBeat FullCluster, Rainfinity's RAINwall, or Nokias
without that license component. You only need the HA license if you want to
use Check Point's own, basic hot standby HA product.

You need it for Checkpoint HA, which includes state synchronisation.
You can setup Nokias or whatever without the HA license, but you won't be
able to state sync, so connections will be lost during failover.
