Yes, you do need the enterprise license in order to setup a distributed
firewall scheme.  That is 1 management server and a number of IDENTICAL FW
modules.  Note I said IDENTICAL, meaning OS platform and version.  There are
other steps I'm sure you have in the config notes (snyc.conf, putkey
commands etc).

Cluster is made between two or more firewall modules. This can be either
done as SEP or MEP cluster. I think you need to buy enterprise licence.
