I had a similar problem with static nat and udp. In my situation some
packets are translated and some not.
A solution I found at

Has anyone ever come across a situation where a UDP session sets up a
"connection" and then tries to use a different source and destination

number and the second session doesn't get translated. We are using FW1
4.1
and talk to a remote office which is running FW1 4.0 The same thing
happens
no matter where the "connection" is initiated.
