The local.arp issue is a bug in Win2k, not firewall-1. Check the Microsoft knowledge base article Q282312.   You can obtain the fix from Microsoft technical support, or wait for SVC pack 3 for Win2k. You can also use fwparp, the link to it can be found in the mailing list archive for this list.
