FWRules works fine with our CKP versions (tested 4.0 and 4.1 SP2-4).
Look at the homepage - there's an updated version, mostly bugfixes -
maybe you ran into one of the known problems -

I will mail the archive file in a separate mail. If you still have
problems, please contact me to help debugging.
The correct program start goes like
fwrules612.pl --rules=Standard.W --all rules.html
