No you can't, an EPC license does not include any VPN functionality,
only FireWall module and the Management Console, the equivalent with
the VPN module included is called CPVP-VEE-U-[3DES]-V41, but I think
you could also buy a VPN add-on module called CPFW-ENC-U-[3DES]-V41,
but I am not 100% sure about this last one, check with your reseller
about this.
