I'm still waiting for my CLA to get cleared so I'll hold off any Wiki editing. I had some text pulled together exploring the idea which I'll forward to you off the mailing list. Might be useful in seeing where common ground exists and difference between our two ideas might be.
For the moment it's restricted to assessing the ECB, FRB and UN published rates but of course there are quite a few alternatives out there.
