I have added a Zend_Uri_Punycode proposal to the wiki:

Punycode is an algorithm which transforms Internationalized Domain Names (IDN) 
which may contain Unicode characters into an ASCII form meeting the 
requirements of the URI syntax. As I've posted here a few times, IDNs are 
growing in popularity and are now supported across Firefox 2, IE7 and Safari (I 
assume Opera too ;)).
