Eclipse PDT with subversion, database tools, remote system explorer, etc, but I don't know how to debug Zend Frameowrk there using Zend Debugger or XDebug :'( and you need OOP skills (http://en.wikipedia.org/wiki/Object-oriented_programming) and know about MVC pattern (http://en.wikipedia.org/wiki/Model-view-controller) I guess :D.
