[fw-general] Zend_Controller_Action_Helper_Url BUG or expected bahavior?

Why Zend_Controller_Action_Helper_Url::simple() doesn't set the baseUrl?
It's a bit confusing, because another method
Zend_Controller_Action_Helper_Url::url() does setting the baseUrl.
