You can use SVN to get to them at this url:
http://framework.zend.com/svn/framework/standard/incubator/
The incubator does not get shipped in the release packages, mainly b/c
they are still "incubating". Most of these components are in a state of
flux until they get promoted to trunk, then onward into an actual
release branch.
