A good place to put utilities that helps in the view is the Zend_View_Helper, so you can easy use it in the view. If it is not a view utility, you can see if it fits in Zend_Filter or Zend_Controller_Action_Helper, it will depends where it best fits. If it is a really general use utility you can make a special class for it, grouping those and making then static.
