Download the full package of the zend framework files. There is a folder called resources\languages and inside are folders for different languages. Inside those is each a Zend_Validate.php which contains all the strings of each validator and it's translation in those languages already, in the array format.
Using that file, it should be a breeze to create a suitable file for you own needs.
