BoB is "Best Of Breed".
The judges see all solutions and can often combine things to make
a solution shorter than anything submitted. That solution is then
assigned to BoB. It's supposed to motivate the leaders so they know
improvement is still possible.
But since BoB plays unfair, he's cant't really win of course, so
he's outside the competition. The player just beyond (or equal to)
BoB will win.

I wouldn't quite call it "mark-and-sweep", it's more like "nuke-and-pave"
garbage collection :-)
