Find the application... get info, choose the Permissions option, and 
you can configure your user to only load run (Execute) the 
application. Another option is assign him to a different group than 
the other users, only allow the main users to run those programs and 
set your brother to a different group. You then disable the Everyone 
option from running said programs.
